TITLE: Recruitment of Consultants to Develop Tools for Media Capacity Building

Lot 1: Consultancy services to design Manual as Style Guide for Editors (Print and Broadcasting Media)

Lot 2: Consultancy services to develop prototype business plans specific for Media Entreprises (Print and Broadcasting Media)

The Media High Council is an Independent public institution established by the Constitution of the Republic of Rwanda of 2003 in its article 34 and the law N° 03/2013 of 8/2/2013 determining its mission, organization and functioning.

As part of fulfilling its mandate of media capacity building, the latter would like to hire competitive individual consultants to design manual as style guide for Editors and develop prototype business plans for media enterprises specifically for print and broadcasting media.

The tender Documents in English may be obtained from the MHC upon presentation of payment proof of a non-refundable fee of Five Thousand (5,000RFr) to account N°120.00.46 open in National Bank Rwanda (BNR). The tender Documents may be obtained during working days from August 22th, 2013.

All bids shall be accompanied by a Bid Guarantee of 300,000 Rwfr for each lot, issued by a Bank or any other registered financial institution. It is forbidden for one consultant to bid for both lots. Well printed bids, properly bound, technical proposal and financial proposal in separated inner envelopes, presented in five copies one of which is original, must be addressed to the Executive Secretary of MHC and reach the above mentioned address not later than October 2nd , 2013, at 2: 00 PM, local time.

Late bids will be rejected. Bids will be opened on the same day at 2:30 PM in the presence of bidders or their representatives who wish to attend at MEDIA HIGH COUNCIL Board room.
The outer envelope should clearly indicate the tender number and title of the tender.

Bidding will be conducted in accordance with the Law N° 12/2007 of 27/03/2007 on Public Procurement.
